You have attempted to send a message to an unverified phone number. To prevent spam, trial accounts can only send messages to phone numbers you've verified with Twilio. Upgrade your account to remove this restriction.
You can verify phone numbers from the phone numbers section of your account portal.
Note that the deprecated Twilio Sandbox number can only ever send messages to verified numbers, whether you have a trial or a full account.
