You have attempted to use the sandbox phone number to send a message to an unverified phone number. To prevent spam, the sandbox number can only send messages to phone numbers you've verified with Twilio.
This restriction does not apply to numbers you purchase from Twilio.
You can verify phone numbers from the phone numbers section of your account portal.
