## Description

### Possible causes

The phone number can't be verified because the submission indicated that the business is associated with or the verification submission indicated a forbidden messaging category (SHAFT: Firearms and accessories).

Firearms and accessories aren't allowed on Short Code or Long Code routes regardless of age gating.
