> Twilio Cohorts is not a HIPAA Eligible Service or PCI compliant and should not be enabled in workflows that are subject to HIPAA or PCI.

You can define reusable audience segments for your customer profiles and then generate point-in-time snapshots of the profiles that match those segments. Use Cohorts to create lists for messaging, operational workflows, system notifications, or data exports, so you do not need to maintain your own segmentation logic.

1. Write filter criteria that describe the profiles you want to target
2. Save the expression as a cohort so you can reuse it across campaigns
3. Generate a snapshot to materialize the profiles that currently match
