22114: Unable to Verify Code

A verification code was provided but the Hosted Number Order instance is not in a valid state for handling caller ID verification.

• Update the status of the Hosted Number Order instance to "pending-verification".
• Remove VerificationCode from the request body if verification call has already been completed.
