'TimeToInactive' parameter supports values which are ISO8601 durations.

Possible Causes

'TimeToInactive' parameter value is not ISO8601 duration.

Possible Solutions

Use ISO8601 duration format value for 'TimeToInactive' parameter. For example PT0S, PT10M, P1D etc..
