Possible causes

• You are making Send Notification requests too fast.
• You have made some bulk notification requests that created too many Alexa messages too fast.

Possible solutions

• Slow down the rate of Send Notification requests.
• Target less recipients per bulk notification request and send the bulk requests more slowly.
