This error occurs when the Portability resource returns MANUAL_PORTING_AVAILABLE. The phone number cannot be ported through the Porting API, so you need to use a manual porting workflow instead.

  • You checked portability for a number that Twilio cannot port through the Porting API.
  • You are trying to use the automated porting flow for a number that requires a manual porting path. The automated API flow supports US non-toll-free phone numbers.
  • The number must be submitted through Console if it is a US phone number, or through the international porting process if it is from another country.
  • If the number is a US phone number, open a porting request through Console instead of using the Porting API.
  • If the number is from another country, create a support ticket to start the international porting process.
  • Check portability in Console or with the Portability resource before you submit a port-in request. This helps you route numbers that require manual porting to the correct workflow.
