22214: Missing End User

An End User is missing from the regulatory bundle

The Regulation requires an end-user which is missing from the regulatory bundle you are attempting to evaluate.

Please refer to the Regulations API to ensure that the End User satisfying the requirement is in the regulatory bundle.
