Cannabis and CBD businesses are forbidden for SMS and MMS on Twilio in the United States and Canada, regardless of message content. As of January 31, 2024, traffic from unverified, pending, or rejected toll-free numbers is blocked until the number is fully verified.
- The verification submission identified the business as a cannabis or CBD business.
- The website, use case description, sample messages, or opt-in flow indicated marketing, sales, account activity, or other messaging for cannabis or CBD products.
- The business was classified under a forbidden message category for SMS and MMS in the United States and Canada.
- The submission included a use case that is not permitted even if the messages do not explicitly mention cannabis or CBD.
- If your business or use case is cannabis or CBD related, do not resubmit the same toll-free SMS or MMS use case. This category is not eligible for approval.
- If the rejection is incorrect, review the business website, message samples, opt-in description, and use case details. Correct any information that may have caused the submission to be misclassified, then resubmit if the request is eligible for resubmission.
- If you need to clarify that your business does not fall into a forbidden category, provide clear additional information that explains your business model and messaging use case.
- If you cannot use toll-free SMS or MMS for this use case, move the workflow to another allowed channel that fits your compliance requirements.
