30518: Toll Free verification rejection - Call-to-action missing required disclosures

Twilio Messaging DocumentationMessaging

Description

description page anchor

The Toll-Free phone number verification submission has been reviewed and it was rejected. Messaging traffic on this Toll-Free number is blocked until it's verified.

Verification is one component of ensuring A2P SMS is used by businesses in a legal and compliant manner. The review process looks at the business sending messaging (not the software powering it), the use case, sample content, the web presence, the opt-in/consent collected and associated website terms and privacy policies.

Possible causes

possible-causes page anchor

The call-to-action (CTA) in your opt-in process is missing required disclosures. These may include:

  • Brand/Program Name
  • Message frequency disclosure for recurring programs
  • Opt-in disclosure and pricing statement (e.g., "Msg & Data rates may apply")
  • Customer support and Opt-Out details
  • Inconsistency between the Toll-Free Number in the submission and the one in the Call-to-Action
  • Update your Call-to-Action to include all required details:

    • Your business or program name
    • Message frequency disclosure (for recurring messages)
    • Standard pricing statement ("Msg & Data rates may apply")
    • Customer support information and opt-out instructions
  • Ensure consistency between the toll-free number in your submission and in your Call-to-Action

  • Include all disclosures in proximity to where consumers provide their phone number
