Twilio returns this error when local regulations prevent delivery to the recipient at the time you attempted to send the message. This most commonly affects non-essential messaging, such as marketing or promotional traffic, during restricted local quiet hours.
- You attempted to send a non-essential message during the recipient's local quiet hours.
- The message content or use case was treated as marketing, promotional, or other non-essential traffic.
- The recipient is in a location with stricter quiet hours requirements than the standard 9:00 PM to 8:00 AM window.
- Quiet hours were evaluated using the recipient's local time, based on location information available for that recipient.
- Send non-essential traffic only during permitted local hours for the recipient.
- Review the message use case and make sure essential traffic is identified correctly with
messageIntentwhen you use Compliance Toolkit. - Improve recipient location accuracy so quiet hours are evaluated correctly for each recipient.
- Schedule the message for an allowed delivery time by using Message Scheduling.
- If you continue to see this error for traffic that should be allowed, collect at least three recent Message SIDs that returned 30615 and contact Support.
