This deprecated error appears when the Broadcast Recipients list is empty.

• You sent a Broadcast request without any recipients.
• The Recipients list in the request payload was empty.

• Add at least one recipient to the Broadcast request before you send it.
• Verify that the Recipients list is populated and is not being cleared by your application logic.
