Twilio failed to create a new transcription because the referenced recording cannot be transcribed.

• The recording is not in completed status.
• The recording uses encryption.
• The recording uses external storage.

• Ensure the recording has completed processing.
• Use mediaUrl for encrypted or externally-stored recordings.
