This error means your toll-free verification request was rejected because your Terms of Service or Privacy Policy indicates that messaging opt-in information may be shared with third parties. Toll-free numbers cannot send SMS to the United States or Canada until toll-free verification is approved. The review checks the business sending the messages, the use case, sample content, web presence, opt-in process, and the related terms and privacy policy.
- Your Terms of Service or Privacy Policy says consumer opt-in data can be shared, sold, transferred, or exchanged with third parties, affiliates, or partners.

- Update your business processes so consumer opt-in information is not shared or sold to anyone.
- Remove language from your Terms of Service and Privacy Policy that allows third-party sharing of mobile numbers, SMS opt-in data, or text messaging originator consent.
- If your privacy policy includes a standard information-sharing matrix that you cannot remove, add a clear note stating that text messaging originator opt-in data and consent are not shared with third parties.
- After the updated language is live on your website, edit and resubmit the toll-free verification in Console or through the API. If your rejection is eligible for correction, resubmit within 7 days for priority review.
