63103: Cannot assign payment method to WABA provided

The WhatsApp Business Account (WABA) provided is unable to use Twilio's credit line. Due to technical limitations within Meta's systems, once a payment method is added to a WABA it can only be revoked but never fully removed.
- Using a WABA currently assigned to another payment method
- Using a WABA that has been used with another provider
- Temporary issues with Meta's credit line assignment service
- Create a new WABA to use with Twilio
- Wait a few minutes and retry the request
- Contact Twilio support if the issue persists
