Migrate phone numbers and WhatsApp senders
Learn how to migrate phone numbers and WhatsApp senders to your Twilio account. You can migrate the following types of phone numbers and WhatsApp senders:
- Phone numbers from WhatsApp or WhatsApp Business App
- Phone numbers from another WhatsApp Business Platform or another Solution Partner
- WhatsApp senders from another Twilio account

Delete the WhatsApp account to make your phone number available for the WhatsApp Business Platform with Twilio.

You won't be able to continue using WhatsApp or WhatsApp Business App with the same phone number.

Register a WhatsApp sender with Twilio using your phone number.
- If you're a direct customer, use Self Sign-up in the Twilio Console.
- If you're an Independent Software Vendor (ISV), join the Tech Provider program, follow the integration guide, and use Embedded Signup in your application.
If you registered a phone number with the WhatsApp Business Platform directly, or with another Solution Partner, you can migrate the phone number and the following data associated with it:
- Display name
- Messaging limit tier
- Quality rating
- Official Business Account (OBA) status
- Message templates
Note: Meta migrates message templates through a duplication process. Learn more about message template migration.
To migrate your phone number to Twilio:

Make sure you meet these requirements:
- Your Meta Business Portfolio is active and verified.
- Your source WhatsApp Business Account (WABA) is approved.
- Your source WABA has a valid payment method.

In the WhatsApp Manager, turn off Two-Factor Authentication (2FA) for the number on the WhatsApp Business Platform.
Contact your Solution Partner if you can't turn off 2FA yourself. -
Register a WhatsApp sender with Twilio using your phone number.
- If you're a direct customer, use Self Sign-up in the Twilio Console.
- If you're an Independent Software Vendor (ISV), join the Tech Provider program, follow the integration guide, and use Embedded Signup in your application.
Note: During the registration process, select your existing Meta Business Portfolio and create a new WABA in Twilio. Selecting a different Meta Business Portfolio or WABA will result in an error.
Meta migrates the phone number and its associated data to the new WABA.
Meta duplicates the message templates in the new WABA you created during the registration process and grants the same status as the original message templates. Then Meta reviews the duplicated templates to ensure they comply with Meta's template categorization guidelines. As a result, some duplicated templates might have their status set to REJECTED
.
Meta doesn't duplicate template quality ratings. All duplicated templates will have an UNKNOWN
rating for the first 24 hours. After that, if there is enough data, Meta will assign a new rating.
Your source WABA and the new WABA you created during the registration process must have the same data localization region. If the regions are different, the registration will fail.
To resolve this issue:
- In the WhatsApp Manager for your source WABA, check the data localization region.
Contact your Solution Partner if you don't have access to the source WABA. - In the WhatsApp Manager for the destination WABA, set the data localization region to match the source WABA.
Wait until the change is effective before proceeding to the next step. This might take up to 15 minutes. - If the number shows as already registered after a failed attempt, turn off 2FA.
- Register the phone number again.
If the issue persists, create a new WABA or use an existing WABA with the same data localization region as the source WABA. Contact Meta Support if you need further assistance.
After the migration is complete, you can change the data localization region to a different one. However, there might be limits on how frequently you can change regions.
Twilio Support can help you migrate your WhatsApp sender from one Twilio account to another.

Make sure you meet these requirements:
- Your business is verified on Meta.
- If the destination Twilio account already has a WABA associated with it, both the source and destination Twilio accounts must have WhatsApp senders.

Contact Twilio Support with the following information:
- The phone number you want to migrate
- The account SID of the source Twilio account and its associated WABA ID
- The account SID of the destination Twilio account and its associated WABA ID
