Applying and Activating German Toll-Free Numbers

In Germany, Toll-Free numbers are directly assigned to individuals and companies by the National Regulator (BNetzA). Once BNetzA assigns you a Toll-Free number it can be activated by Twilio for you. The activation fee per Toll-Free Number is USD 3.00.

Step 1: Apply to BNetzA

BNetzA has published a guide on applying for German Toll-Free numbers.

When submitting an application, you may list your desired number and up to four alternatives selected from the list of available numbers. In the event that you do not choose a number or the numbers you have chosen are unavailable BNetzA will randomly choose one for you.

The application can be made online or the application form can be mailed or faxed to BNetzA. Please note that if you apply online a signed application must either be faxed or mailed to BNetzA to the following address and fax number:

BNetzA will issue you an invoice for the Toll-Free number. In the event that you do not pay the invoice when due BNetzA will not issue you the Toll-Free number. Once you have paid the invoice BNetzA will send you a number allocation letter (“Zuteilungsbescheid”) listing your new number.

Step 2: Activating Your Toll-Free Number

When you receive the Toll-Free Number Allocation Letter (“Zuteilungsbescheid”) from BNetzA you can proceed to have your Toll-Free number activated on Twilio’s Network.

The activation process is as follows:

Compliance Requirements: Please create a Regulatory Bundle and submit it for review. We will need to collect documents to ensure you have been allocated the Toll-Free Number by BNetzA. The Regulatory Bundle will require you to provide the following information:

Requirements for Individual

Name

Proof of Identity

  • Government-issued ID
  • German Visa
  • Passport

Numbers Allocated

Proof of Allocation

  • Copy of the Allocation Letter (Zuteilungsbescheid) showing name of the person displayed on the Allocation Letter

Requirements for Business

Business name

Proof of Identity

  • Excerpt from the commercial register (Handelsregisterauszug)

Numbers Allocated

Proof of Allocation

  • Copy of the Allocation Letter (Zuteilungsbescheid) showing name of the company displayed on the Allocation Letter

VAT Number

No documentation required

Request for Activation

In order to activate your Toll-Free number, you should send an email to porting@twilio.com, indicating your Account SID and Bundle SID and the Toll-Free number you would like activated.

Please note that if you have not activated your Toll-Free number within 180 days of receipt of your Toll-Free Number Allocation Letter (“Zuteilungsbescheid”) from BNetzA, BNetzA may reclaim them..

After you send the request, Twilio will conduct the activation. We will inform you once the process has been completed and the number is ready for use with our services. The general timeline for activation is around 15 business days after submission.
