U.S. – Toll Free verification will require a business registration number
What’s happening:
Starting September 30, 2025, new Toll-Free verification submissions will include optional fields for Business Registration Number (BRN), such as an Employer Identification Number (EIN) in the U.S. Providing a BRN will become mandatory for all new Toll-Free verifications in January 2026. BRNs will be validated at submission, and you’ll get clear error codes if something needs fixing.
What it means for you:
Start collecting EINs (or your customers’ BRNs) now and include them with new Toll-Free verification requests to avoid delays later. Non-U.S. businesses should gather the registration number issued by their local authority along with the issuing country.

Greece – Local address proof is now required for local numbers
What’s happening:
Greek bundles now require valid local address documentation for Greek local numbers. Both individuals and businesses must submit updated Regulatory Compliance (RC) bundles with approved proofs.
What it means for you:
If you have Greek local numbers, update your RC bundle to include a valid local address document and resubmit it. Once approved, map your numbers to the updated bundle in the Twilio Console.

Thailand – Unregistered Sender IDs will be blocked
What’s happening:
From October 6, 2025, Thai operators will block SMS sent from unregistered Alphanumeric Sender IDs (ASIDs) and international long codes. Even before that date, unregistered messages may be filtered or replaced with a generic Sender ID.
What it means for you:
Register your ASIDs now, set approved IDs as your default, and stop using international long codes for SMS to Thailand after the deadline. You can also register multiple ASIDs on the same account or subaccount to streamline your setup. Keep in mind that approval can take up to 10 business days.

Spain – New restrictions on Mobile Caller ID
What’s happening:
The Spanish Ministry now prohibits using Spanish mobile numbers (prefixes 6XY, 71Y–74Y) as Caller ID for unsolicited marketing or customer service calls to people in Spain. This applies even if calls originate outside Spain or the number is yours. Calls that don’t comply may be blocked by carriers.
There’s two key scenarios to know:
General Mobile Caller ID use: Switch to approved alternatives such as Spanish geographic (landline) or toll-free numbers for marketing or support calls.
Transit-Caller-ID users: Consider moving to Verified Caller-ID (for owned numbers) or CallTokens (for forwarding), as Transit-Caller-ID is at higher risk of being blocked.
What it means for you:
Review your Caller ID setup with your legal or compliance teams, and move to allowed number types if needed.

Spanish Ministry new rules
Vietnam – KYC and RC bundle linkage required by August 14, 2025
What’s happening:
Vietnam local numbers must have valid Know Your Customer (KYC) documentation and be linked to an approved RC bundle by August 14, 2025.
What it means for you:
Submit the required documents for individuals or businesses and map your numbers to the approved bundle in Console. Ensure the address matches the locality of the number prefix and avoid PO Boxes.

Belgium – Local address now required for Mobile Number bundles
What’s happening:
As of August 1, 2025, Belgium’s carriers require any newly purchased Belgium Mobile number to be linked to a Belgian address. Starting September 4, 2025, RC bundles without a Belgian address will be moved to “Rejected” status in Console.
What it means for you:
Update your existing RC bundle with a Belgian address or create a new one to keep buying and provisioning Belgium Mobile numbers. If you want existing numbers to be compliant, create an approved bundle with a Belgian address and remap your numbers to it.

Germany – Updated RC Bundle requirements for sole-traders, freelanders, and partnerships
What’s happening:
Effective September 11, 2025, new German mobile and local business RC bundle submissions will accept more flexible documentation (e.g., trade licenses, tax ID letters) and allow VAT or tax ID numbers in place of BRNs for certain business types. Authorized representative name/email and a business web presence are now required.
What it means for you:
If you create German RC bundles, review the updated requirements and adjust your workflows. These changes apply only to new submissions. Existing approved bundles remain valid.

Australia – New RC requirements for Toll-Free numbers
What’s happening:
Starting September 30, 2025, an approved Australian Toll-Free RC bundle will be required to purchase new Toll-Free numbers. Customers can begin submitting these bundles starting September 1, 2025.
What it means for you:
Update your workflows and submit bundles ahead of the deadline to avoid purchase delays. Existing numbers remain unaffected.
Need-to-know links:
France – Simplified RC process for business Phone Numbers
What’s happening:
Starting September 11, 2025, France Business RC bundle requirements are being simplified for authorized representatives. Sensitive PII documents like passports and government IDs will no longer be required, and proof of authorization is also no longer needed.
What it means for you:
Update your workflows to include the new requirements: an authorized representative email and a business website or social media page. Existing bundles are fine as-is and don’t need to be updated.
