TLDR; Traffic Optimization Engine (TOE) is now Generally Available for short code and toll-free traffic in North America and all sender types internationally, for customers to scale and send high volumes of traffic anywhere in the world.
As of October 6, 2026, Traffic Optimization Engine (TOE) is now generally available to all customers sending Programmable SMS/MMS traffic.
For enterprises and platforms such as ISVs that send millions of messages a month, challenges with message delivery have become a liability. A shared queue means OTPs get stuck behind marketing blasts; a shared Messages Per Second (MPS) throughput resource means one aggressive tenant can starve every other subaccount. Expansion to every new country adds routing rules, per-sender rate limits, and carrier-specific failover logic to a customer engineering team’s backlog.
Traffic Optimization Engine (TOE), a premium add-on to Twilio Programmable Messaging, resolves all three at the infrastructure layer — with three priority-tiered queues that route time-critical traffic ahead of bulk sends, algorithmic multi-tenancy that distributes shared capacity fairly in real time, and high country-level throughput pools that replace the patchwork of per-sender limits. This allows customers to launch traffic in new countries as simple turnkey business decisions, not multi-sprint infrastructure lifts.
