New Rules in Spain: Don’t Let Your Calls Get Ghosted

July 31, 2025

If you’re placing voice calls into Spain using Spanish mobile numbers as Caller ID, there’s a new regulation in town. And while regulations can feel like red tape, this one’s more like a flashing red light, especially if you want your calls to keep going through.

We’re here to help you keep your calls connected and your compliance game strong. So… What’s all the fuss about? Spain’s new telecom regulation (already in effect) is all about cleaning up Spanish mobile traffic. The headline?

Spanish Mobile numbers can’t be used for unsolicited marketing or customer service calls.

And if you’re using Transit-Caller-ID, take note: this feature doesn’t verify number ownership, which is a key focus of the new regulations. Because of that, traffic using Transit-Caller-ID may be more likely to get flagged or blocked under these updated rules.

Clean up that Caller ID

If you’re placing Spanish mobile calls to Spanish end users, especially with Transit-Caller-ID, you’re in the spotlight. The new rules affect how your calls are delivered and whether they’re even allowed to go through.

Twilio isn’t making changes (yet), but carrier-level enforcement could start without warning, so now’s a smart time to get ahead of it. Here’s what we recommend doing as soon as possible to reduce risk and stay compliant:

Still using a Spanish mobile number you own (but it’s not from Twilio)?

  • Consider switching to a Spanish landline or toll-free number. They’re still permitted under the new rules and keep your Caller ID clean.

Don’t actually need to use a Spanish mobile number?

  • Even better. Ditch it and go with a number type that plays nicely with compliance.

Handling sensitive stuff like healthcare or personal callbacks?

  • Review your use case carefully. Legal review might be smart—regulators won’t be looking at context, just Caller ID types.

Remember: even if you update your number strategy, we can’t guarantee delivery if you’re using a Spanish mobile number from outside Twilio. But moving to safer territory helps a lot.

Let’s keep the ring going! You work hard to build trust with your customers. The last thing you want is for your calls to vanish without a trace, especially when it’s avoidable.

This regulation may be Spain-specific, but it’s part of a broader shift happening across telecom. Making adjustments now isn’t just smart for today, it’s future-proofing your communications for what’s coming next.

Don’t let your calls get ghosted. You’ve got this, and we’ve got your back.
