A recurring roundup of key telecom policy changes around the world.

We keep an eye on global changes so you don’t have to. Here’s what’s new and noteworthy this month.

Spain – Mobile Numbers Restricted for Unsolicited marketing and customer support use

What’s happening:
New Spanish regulations prohibit the use of Spanish mobile numbers (e.g., starting with 6XY, 71Y–74Y) for unsolicited marketing and customer support calls, even if the calls originate outside Spain.

What it means for you:
If you're using Spanish mobile numbers for the above purposes, you must switch to approved alternatives like geographic landline or toll-free numbers to avoid call blocks and service disruptions. Review your setup with your legal team to ensure compliance.

Greece – Address Verification Required for Phone Numbers

What’s happening:
Our carrier partners are now enforcing valid local address documentation for local Greek phone numbers. Twilio audits have shown some numbers are missing required address details.

What it means for you:
To avoid service interruptions, submit updated Regulatory Compliance (RC) bundles for your Greek numbers. Documentation must show a valid individual or business address in Greece.

Thailand – Sender ID Registration Now Mandatory

What’s happening:
Starting October 6, 2025, Thai operators will block SMS from unregistered Alphanumeric Sender IDs and international long codes. Unregistered messages may already be getting filtered or modified.

What it means for you:
If you've sent SMS to Thailand with an unregistered Sender ID, you need to register it now to maintain deliverability. The approval process can take up to 10 business days.

United States & Global – Business Registration Number Now Part of Toll-Free Verification

What’s happening:
Starting September 30, 2025, you’ll have the option to include a Business Registration Number (BRN) when submitting new Toll-Free verifications. By January 2026, BRNs will be mandatory.

What it means for you:
Start collecting BRNs (e.g., EINs for U.S. companies) and related documentation now. This applies whether you’re submitting on your own behalf or on behalf of a client.
